Description
CAP Agency Head Start is a family-centered
preschool program designed to provide education, social services and
health and nutrition services to children and their families. Various
program options are available to accommodate individual family's needs
and parent involvement is encouraged. Head

Participation
CAP
Agency Head Start is available to families with children ages 3 or 4
years old on or before September 1, who live in Scott, Carver and Dakota
Counties and who meet eligibility criteria. CAP Agency Head Start has
the capacity to enroll 481 children. Children with special needs are
welcome.
Eligibility
Head Start eligibility is based on income, age and individual child
and family needs. Enrollment opportunities are limited to available
openings within each geographic/program area.
Head
Start PLUS
Head Start PLUS is a CAP Agency Head Start program designed to serve
children who are victims of or at risk of abuse and neglect. Eligibility
for Head Start PLUS is based on the existence of these risk factors;
services are available to families with incomes in excess of Head Start
guidelines. Program participation is generally initiated by a referral
from a community partner, such as Public Health, but self-referrals
are accepted when a family identifies themselves to be at risk. Printable

Early
Head Start
Early Head Start is a home-based, year-round program for infants and
toddlers, ages birth to three, and their parents. The program includes
one home visit each week and two group socialization experiences each
month. Early Head Start is available in Dakota County only.
Words
Work!
The Words Work! project enhances literacy opportunities for children
from low-income families, who are at highest risk for academic failure,
by establishing an environment that encourages writing, reading, and
literacy skills across learning topics. Activities designed to reach
that goal include emphasizing cross-cultural development, increasing
parents’ awareness of their role in their child’s literacy
development, and training teaching staff to become more skilled in using
effective strategies to support literacy skills with children.

Head Start applications are accepted throughout the school year and

Cost
Head Start services are voluntary and are provided at no cost to eligible
families.
